The Gill Selectboard has approved a plan for the Highway Department to replace a long serving 1983 tractor with a modern Kubota M7060 utility tractor, using $60,817 in Chapter 90 state funding. The decision clears the way for a critical equipment upgrade aimed at improving reliability, operator safety, and efficiency across a wide range of municipal highway operations.
Highway Superintendent John Miner told the board that the existing tractor, which has accumulated more than 6,200 operating hours, has become increasingly difficult to maintain due to parts availability and growing repair demands. The replacement has been identified as a priority for the past two years and is supported by the town’s Capital Improvements Planning Committee.
Kubota M7060 specs and capabilities for municipal use
The Kubota M7060 is a 70 horsepower utility tractor designed for demanding commercial and municipal applications. Powered by a Kubota V3307 turbocharged diesel engine, the M7060 delivers strong low end torque, efficient fuel consumption, and compliance with modern emissions standards using a DOC and DPF aftertreatment system.
Main technical highlights include:
- 70 engine horsepower with a robust PTO output suitable for mowing and hydraulic implements.
- Hydraulic flow of approximately 17 gallons per minute for responsive loader and attachment performance.

For Gill’s Highway Department, this configuration allows the new tractor to seamlessly handle roadside mowing, leaf and debris blowing, post hole digging, light grading, and seasonal maintenance tasks while remaining compatible with existing implements. With proper maintenance, the department expects the tractor to remain in service for up to 25 years.

From a technical and operational standpoint, the M7060 represents a balanced choice between power, size, and long term durability. Its compact footprint allows it to work safely along roadsides and municipal properties, while its horsepower and hydraulic capacity are sufficient for year round workloads without stepping into the higher cost and complexity of larger agricultural tractors.
Kubota’s reputation for parts availability, dealer support, and long service life is particularly important for a small town highway department where downtime directly impacts public safety and service quality.
Chapter 90 funding strategy and additional equipment planning
The tractor purchase will be funded through Massachusetts Chapter 90 allocations, which are traditionally used for roadway construction and maintenance. As of late December, Gill has more than $650,000 available in Chapter 90 funds. According to Miner, upcoming major roof projects at the Gill Elementary School and Riverside Municipal Building make this equipment investment both practical and necessary at this time.
In parallel, the town is also pursuing a $246,000 Massachusetts Department of Transportation Unpaved Roads Grant to replace a 2010 Komatsu loader with a new Caterpillar 930. That application, if successful, would modernize what Miner describes as the department’s primary all around machine without placing additional strain on local budgets.
The tractor acquisition will be completed through the Sourcewell cooperative purchasing program in partnership with Bacon’s Equipment Inc., ensuring competitive pricing and simplified procurement.
